I did a large-for-me research project into religious freedom in China when I was in school. The 2018 agreement (China gives Rome three names and the Pope picks one) surprised me and figured it was a move by China to toy with Rome a bit. A cat letting a mouse run away just a little bit.
The cat pounced again and this fits with what I expected from China.
